Sometimes, when I read the text of legislation, I'm struck by the level of indirectness and obfuscation. Take Kentucky Senate Bill 68, for example. If you didn't know some legislative history in the state -- most especially the Marriage Protection Act -- you might not immediately get the point of this bit of legislation-ese:
prohibit the approval of foster care, relative caregiver services, or adoption of a child by an applicant who is cohabiting with a sexual partner outside of a marriage that is legally valid in Kentucky
Why couldn't the authors of the bill just say what they meant? Why avoid the obvious point of the bill, which is to prohibit adoption by gay people?
